I believe this is likely to be the most recent version of the bait for money mule recruitment in the UK.
It isn't in any way a serious attempt to offer someone a job and the widespread method it has been spammed to every part of the country tends to confirm it. If it's not money mule recruitment then it's most likely it's your contact and personal details this person is after.
Unfortunately he wasn't answering when I called.
Apart from using contact details on cv's posted online, this is the alternative method of picking up victims and, to avoid being spotted, they are ludicrously vague as to the details of the work, which a serious employer would not be.
