If you require a visa to work in the UK (are resident outside the EU) then it is nothing to do with the UK Border Agency and you would have to apply to the British Embassy in your own country, but you won't get a visa to work in the UK as an au pair.

The person contacting you is a scammer and he will try to steal money from you. He will ask you to pay him money by Western Union or MoneyGram. Official government agencies have bank accounts, and not in the names of private individuals.

Please post the email address or website you got it from. If you got it from a domain that does not end in ".gov.uk", it's a scam.

You must read the rules concerning whether or not you can work in the UK.

If you are an EU citizen these don't apply to you and you are free to work without restriction. If not, then these rules apply and nothing anyone who sends you an e-mail will change them. Generally speaking if you live outside the EU, you can't work in the UK as an au pair. There are some exceptions, but it's unlikely they apply to you.

The scammer is trying to take advantage of your dreams and make money from you. That's his dream.

Notice that the website has the address ending 'homeoffice.gov.uk'. If you receive mail without that ending, he's an internet scammer.
