These aren't normally directed at the UK, but it seems pretty implausible to me, so I'd welcome an opinion from an expert.
The mere fact that the ebay site isn't named or the company mentioned or even the type of goods described seems very strange considering how detailed are the 'company's' requirements.

Local UK Agent and virtual assistant required for an international eBay business for sending/ receiving mail, order processing and inventory management.
We are looking for a long term ongoing relationship with a UK Freelancer who can assist in the operation of my eBay business in the United Kingdom.
I am a UK citizen currently living in Australia.
A local presence is required to fulfill certain aspects of the business.
The business requires a UK residential and mailing address, to receive stock and potential returns and to comply with eBay co uk requirements. I also require that my items and inventory are stored and maintained in the UK so that they can be mailed quickly using domestic postage.
The Freelancer will be required to accept mail on our behalf and to forward mail as per our ongoing instructions. This will include signing for consignments, advising us when parcels or mail arrives via email, opening parcels (when instructed), and forwarding parcels (when instructed).
The Freelancer will be required to manage all aspects of stock control and inventory management. Duties will include receiving stock and items from international consignments, counting stock (stocktake), and the safe storage of stock so that it is ready for sale (and order processing).
The Freelancer is required to process (and post) orders three times weekly. This will involve working from an order list (to be provided), writing the customers details (name and address) on satchels/ enveloped, and placing the appropriate item into the satchel and mailing the order to the correct address with correct postage. Sometimes attendance at a post office will be required to arrange for registered mail.
All of these tasks are very easy for a well organised, intelligent person and I would not expect the hours of work to exceed 3 or 4 hours work per week. This is by no means a full time position.
There may also be additional virtual assistant/ personal assistant work available from time to time for the right person.
STRICT REQUIREMENTS:
Freelancer MUST be a UK resident
Freelancer MUST be reliable & trustworthy
Freelancer MUST have adequate storage space (a 2m square area or a medium sized cabinet should be sufficient)
Freelancer must own or have access to a computer and printer
Ability to communicate via email, Skype and IM
Ability to work independently as per our instructions
A police clearance check, current resume and 100 points of ID will be requested from the successful freelancer. I do not necessarily expect your credentials or record to necessarily be impeccable, but you do need to establish that you are an honest and reliable person to do business with.
Freelancer will be required to sign a written contract outlining their responsibilities, the conditions of the arrangement and the negotiated rate of pay.
PAYMENT ARRANGEMENT
Payment arrangements are negotiable to suit the needs of the Freelancer, however what I think will work well is a weekly retainer paid for receiving, forwarding and processing mail and a fee per item paid per order processed. Please specify any suggested payment arrangements via PM. Your bid should reflect your desired weekly retainer. Please specify what services you are willing to provide for free as part of the retainer and what services you would like to be paid additional for.
Currency is negotiable, although we are assuming the Freelancer will prefer to be paid in UK pounds.
