It is obvious from the X-Originating-IP header that the sender of the message is not in China, or for that matter in Turkey, but in Africa, specifically Nigeria. csc.com.tw has been around for over a decade and is a site that the scammer piggybacks on to appear legitimate; it is not run by the scammer.
