Advance payment scam for a loan.

This scammer is asking for a $2400 loan before the loan is processed. Note the funny item in red:

Hello, Amy hall.,...,

I got your mail and I want you to understand that immediately after
we were in receipt of your email, a message was sent to the Federal
Ministry Board of Finance on how your loan will be approved and based
on the trust we have in you, the Manager of trustee told me that the
approval fee of your loan amount of $679,852 is only going to cost
you $2400.

I want you to understand that immediately after your loan has been
approved for transfer, there will be an approval certificate issued to
you after the approval of the loan by the Ministry of Finance. This
certificate will stand as a significance that the loan has been
approved for transfer and the loan has every right to leave the
country to your country.

Note that failure to get this loan approved will cause the loan to be
seized by the Ministry Finance and I will be brought behind Bars for
trying to send un approved Money out of the country.

So I want you to comply with the Approval terms and conditions so as
to Get the loan sent without complain .I also want you to try and
understand that this $2400 by you will be paid before the Loan can be
approved and the approval certificate released for the transfer.

Note that once you are able to make the payment of $2400 the approval
document will be sent to you immediately and after that your loan will
be transfer to your bank account within the next 3 or 4 hours.

You are to review and fill the details for the approval before the
loan approval fee will be paid.
