Please post some of the communication you have had with this person. Phone numbers and website are a great place to start.
A person saying they are "not a scammer" does not prove or disprove anything. How did you come in contact with this person and what are they asking you to do?
If they are wanting you to send money by Western Union, do not do that. Even Western Union warns to send money using their service ONLY if you know the person physically, not solely by email.
