Yes, it's a scam. From India using a free email address (mail.mn is Mongolian). Nobody offers genuine loans to undisclosed recipients. Genuine lenders want some assurance that the repayments will be made, which is almost impossible to enforce legally if the borrower is in a foreign country.
You'll be asked to pay a fee to get the imaginary loan.
