3% interest rate on a personal loan? No credit check? Not happening. That claim alone clearly establishes this as a fraud. Typically, the only loan you can get without a credit check is a payday loan--and those have shorter repayment periods and much higher interest rates too.

Personal loans are unsecured loans. The interest rate is typically going to be in the neighborhood of 10% (or more, depending on credit history), not 3%. And a legitimate personal loan or a business loan WILL require a credit check. Even a secured loan is going to come it at greater than 3%.

Looks like we have a fake domain here too.

This ABSOLUTELY a scam, do yourself a favor and type in their phone number into Google. It brings up a TON of Backpage ads they have placed with verious names and emails. Also, if you type in their NY address they give you, you will come up with a medical testing lab, which specializes in STDs. At least they have a sense of humor. The previous poster is correct, if your credit is bad enough to entertain one of these people, NO WAY you're going to get 3%, even if they take $2000. Report them and delete their mail. DO NOT give them your personal info. They are operating out of Canada.
