I have recieved a few emails from private lenders offering a loan. They say that to take an internation loan it needs to be registered. Is this true? I also had a person tell me to get the loan I have to upgrade my account.

You do not need to upgrade a bank account by putting money in it, and you do not have to pay registration fees. This is typical scammer fiction.

Chances that you will receive a legitimate offer for an international loan are slim to none. Contrary to what the scammers claim, there are no international lenders out there offering loans without credit checks or to those with poor credit--and those with excellent credit would have no need to go outside of the country for a loan anyway.
