You do not give us a lot to go on. How did you come in contact with this person?
Do they have a website?
Do they have a name?
What email address did you receive this message from?

In the North American countries, there are banking commissions which oversee lenders. There are specific rules about soliciting business and making loans.

Since you appear to be looking for a loan, please understand that the internet is not the best place to try to find a lender. Your best opportunity to not be scammed is to go to a bank or lender in your town. On the internet anyone can claim to be anything, including a "certified, reputable, legitimate and accredited international financial investment company" from any where in the world. In fact that is often a good sign that it is a scam.
