After you exchange a few emails with this scammer, he will send you a "tenancy agreement" form which includes the following paragraph:

This is to inform the tenant that before the viewing time, Mr Chris Longman have to confirm the confirmation proof of either the Western Union or the Money Gram. The tenant only need to make a transfer to any of his or her friend or partner via Western Union or Money Gram for Mr Chris Longman to confirm it, or the tenant can just pay the deposit to secure the property via western union.

Also Mr Chris Longman is going to refund back the western union charges based on the protocol sign and stamped by the council.
