How is this scam working

I live in a small community and recently lots of "forex" Companies have been convincing people to invest in them. They are promising 70% returns weekly!! This is clearly a scam but for the last 2 months they have been paying out as promised..... I guess its a ponzi but can someone give some incite.

Forex scams and Ponzi schemes are not something that we deal with.

Please do not tell scammers that they are listed here - it will take them seconds to change their fake details and their new details will not be listed for any future victims to find.
