A colleague of mine came across this conference website, and a large number of people on the program committee are from our research community but were never asked to participate, which is generally a sign of a "predatory conference". In fact, the list was apparently mostly swiped from the (legitimate) EICS 2017 conference website.

It looks like the organizers are IISRC ( http://www.iisrcrcc.com/iisrcrcc/contact-us/ ), both websites share the same IP address. We already tried to contact a couple of the providers (hosting/domain/payment), but no responses so far.
