That is definitely a scammer. The language in the email is not written by an English speaking American doctor.

Here is another ad from "Dr. Harris" except in this post he's a single dad with only one child, a daughter, aged 4 but yet there are 3 people in the house. and he's only offering $900. per month!!!

He's a scammer from Nigeria, there is no job. All they want is to steal your money for so-called visa.
You can't issue a visa via email. You need to go in person to the appropriate embassy in your country.
