Yes, I am sorry to say that it is a definite scam. It's clear from the first sentence that the writer of that email is African, and definitely not American.

As Dotti says, the writer of that email is African. He is really located in Nigeria, as shown by his IP address: 41.155.34.186 - Lagos, Nigeria.
