This agency is a fake?

Yes, this is a scam. The fees are invented, and no travel agent is able to obtain a visa for you - you need to apply for this yourself, at the country's Embassy located in your own country.

Both the host family and the agency are fake, and are part of the scam.

It certainly sounds rather suspect Miss. I certainly would have nothing to do with it. The role of the travel agent is to accomodate people with travel. As for arranging other documents for lawyers fees etcetera would be out of their scope. Travel agents would have no experience in that area. The website http://www.rozee.pk/company-details.php?compid=13773 I think is the same?
Also, why is a travel agency using an invalid email address from hotmail I wonder? A business uses proper domain type names as far as I'm aware for e-mailing.
