Scammer looking for website to be made like agroamerica.com

This scammer goes under many aliases Whitney Wharf, Janet Wilson, Joel Adams, Michael Stones, Finn Pownall, Cindy Staton, Paul Ware, Martin, Jeff Rouse, Darrell George, Terrance Spencer, Jennifer Woolridge, John Steadman, Paul Fowler, Fred Cole, Joanne Thomas, Paul Fowler, Kurt Metin, Jetty Eliot, Fenten Gregory, Stephen Stewartt, Marvin Smith, Kelly Smith, Bryan Micheal and Mark Henry are recent ones. They pretent to be hearing impaired and only respond by email or text very quickly. Preying on website developers by answering their online ads. Asking for a website looking like the legit site - http://www.agroamerica.com for their new business in nut, cocoa and fruit industry.

They offer an amount over and above the work by fake check or credit card (double) to also pay their content or project manager. This is a typical dialogue -
