This is a fake buyer, the next thing that will happen is that the seller will either receive a email pretending to come from PayPal saying that payment has been received from the buyer or a payment will be made to the seller's bank account from a compromised bank account or using a fake cheque. The email from "PayPal" will be a fake, which can be verified by looking at the email address that it comes from very carefully. If it is not from the domain paypal.com then it is not legitimate. Any payment received via bank to bank transfer will eventually be reversed when it is found to be fraudulent.
Please do not tell scammers that they are listed here - it will take them seconds to change their fake details and their new details will not be listed for any future victims to find.
