A 0 transaction seller is selling me a electronic item which I am interested.(Joined today,new account)
We discussed about the price in the messages,and he sad gave me a discount and he told me to buy it on eBay then he changes the price. After I purchased it, he sad can not change price and want me to pay thru papal.

Is it safe? help please

Additional Details
If i use goods trading option in paypal is it safe?
(Paypal says i do get buyer protection)

you get the best possible protection when you use BOTH ebay and PayPal. and even then you can be scammed (though chances are much smaller).

if you're just using PayPal without ebay - you still have some protection but i think it's limited to what PayPal can retrieve from that person's account (so if they clear the bank account attached to PayPal then you're out of luck). i can be wrong on this part, they might've changed their policy on this by now but if this was me personally - i wouldn't do it.


ETA what i said above is not true anymore, PayPal now covers transaction no matter if it's through ebay or not. there are some items that are not covered (check their buyer protection policy) but electronics are.

so it seems like you’re covered in case he doesn’t send you anything at all or something completely different from what you ordered.


everyone starts off with 0 feedback at some point and feedback is not 100% guarantee that the person you're dealing with is honest but it does provide some history to go by.

i have a question though, you said you bought it already (right?) through ebay but the price is not what you agreed on. so what is he suggesting now, that he cancels the transaction and you pay the lower price through PayPal without the ebay transaction?

I would be very careful about this.

What you are describing is a direct violation of ebay policy, and can get you banned from further transactions on ebay.

In addition, paypal and ebay are owned by the same company. If you bypass ebay, you are depriving the company of transaction fees it is legally entitled to. As far as they are concerned, you are essentially stealing from them.

Although paypal does protect transactions that are not connected to ebay, if you are scammed as a result of violating the rules, you will likely find that even if they don't refuse to pay (I wouldn't be surprised if they did, citing violation of policy as the reason), they may make it pretty much impossible to get your money refunded.

There is nothing new about Paypal policy. Read between the lines. Paypal is not a bank or credit union. With Paypal your resolution will be with your credit card company if you paid with CC funds.

-O- feedback seller taking you off Ebay should raise tons of red flags. It screams scam to me. You have far better protection dealing on Ebay and keeping your communication with the seller within their system.

Ok, You buy the item outside of Ebay. You later find out it is a scam. You contact Paypal. Paypal does a research. The selling account holder reports a hijacked account. It is confirmed. The money is gone. Paypal is not going to reimburse you for an Ebay policy violation or recover funds from a proven stolen Paypal Account.

Good deals and Cheap are not alway the best buy.

BTW: If you kept the sale within Ebay. The seller can refund the difference. A simple and easy step.

If you don’t receive the item – there’s no tracking, that’s the basis for the refund. If you receive an empty box – that’s the 2nd case, SNAD (Significantly Not As Described). though it is in a way "he say she say" - PayPal tends to side with the buyer almost all the time from what i read on different forums.

This IS a new/changed (a few years old) policy. PayPal used to only protect transactions made through ebay and everything else had limited protection (whatever they can recover from the person’s acct/bank acct.).

If something goes wrong your resolution would FIRST be with PayPal. They frown upon contacting your credit company without trying their resolution center first.
Then, if you have no luck with PayPal and you paid with a cc – you can try doing a chargeback.

But this is all for information purposes only, as I said, I personally wouldn’t do it for a few reasons: asking to break rules by going outside ebay after he used ebay to get the sale, no feedback.

^^Sorry I think you are confusing the type of transaction we are discussing here as a legitimate online purchase which it would not be if its bought offline outside of Ebay. Paypal's buyer protection covers legitimate purchases through a website. It does not have to be eBay but another example would be if you bought something on Amazon or a real company who offers PayPal as a payment method on thier website. An individual selling an item does not fall under this description and purposely going around eBay would certainly not help your argument. I think you would have a hard time getting your money back conducting a transaction this way.


To be eligible for PayPal Purchase Protection you must meet all of the following requirements:

Pay for the eligible item from your Account.

Pay for the full amount of the item with one payment. Items purchased with multiple payments – like a deposit followed by a final payment – are not eligible. 

Send the payment to the Seller through:

the eBay “Pay Now” button or the eBay invoice; or

the “Send Money” button of your Account by selecting “eBay Item” and entering your eBay User ID and the eBay item number for purchases on eBay website; or

the Send Money tab on the PayPal website, by clicking the “Purchase” tab, or by selecting the “Checkout with PayPal” button or otherwise selecting PayPal as part of a Seller’s checkout flow.


Open a Dispute within 45 Days of the date you sent the payment, then follow the online dispute resolution process described below under Dispute Resolution. For Pay After Delivery transactions you must open your Dispute within 45 Days of the date of your transaction. For PayPal Grace Period transactions, you must open your Dispute within 60 Days of receiving your email transaction statement.

Have an Account in good standing.

For items purchased on eBay look for either a PayPal or eBay purchase or buyer protection message in the eBay listing. If you see a message, and you meet the eligibility requirements, then your purchase is covered by PayPal Purchase Protection. The purchase or buyer protection message will vary based on the eBay website. The message must appear on the top part of the listing and not under the “Description” or “Shipping and Payments” tabs. If the listing does not include the purchase or buyer protection message, then it is not eligible for PayPal Purchase Protection.

Items which you collect in person, or arrange to be collected on your behalf are only eligible for Purchase Protection if you use PayPal Grace Period when making your purchase. All items purchased using PayPal Grace Period are also subject to the Billing Rights Notice you received when you signed up for PayPal Grace Period. You can find this notice in your monthly PayPal Grace Period statement.

^^ you're right, it would have to be from a store or a selling board, otherwise it's not covered. if he does want to go outside ebay as a person to person transaction then it's not covered.

i missed that point completely.
