It is indeed a scam. The "buyer" is planning to send fake paypal confirmation emails, without actually sending any money. Often these emails will say that the money is on hold until you provide shipping confirmation. Paypal does NOT hold money pending shipping. This is all an invention of the scammers.

Since this is a smaller electronic item, the scammer is most likely after the frame itself, rather than a cash overpayment (which usually involves a fake shipper.) His goal is to convince you to send the item before you realize you have not received any money.

Thanks Dotti. It sounded kinda fishy. I'm gonna string them along for a while longer. They will not receive their product.

Don't string them along. They have your real name or address, so they could harm you. Just cut off all contact.
