Hello there, and welcome to scamwarners.

Yes, that is a scam. It's a classical lotto scam where they want to believe people there is a grand prize waiting for them. All that is needed are some forms, and a little fee before the 'winnings' can be sent to you. Obviously, there is nothing you've actually won and the fees just will keep coming. You can't win a lottery you haven't bought a ticket for :)

Thank you for posting the mail, can you also tell us the email adresses used in this scam? By posting this you may have alerted more people and saved them from being scammed! Well done :D

Just delete the mail, don't reply to it. Forget you ever received it :)
