Yes, that is a scam. It's a classical lotto scam where they want to believe people there is a grand prize waiting for them. All that is needed are some forms, and a little fee before the 'winnings' can be sent to you. Obviously, there is nothing you've actually won and the fees just will keep coming. You can't win a lottery you haven't bought a ticket for
