Those e-mails are the clearest scam mails you are ever likely to see and they have been written by someone who knows little about England, the law or emigration, and who doesn't speak English very well.
Apart from the errors already mentioned by Arnold, which appear in these e-mails as well, he is just someone abroad asking you to send them money for a visa and job you will never receive.
Much of what is contained in the e-mails just doesn't make any sense and has nothing to do with the proper procedure to obtain a visa to work in the UK. Of course, the job doesn't exist either, he just wants you to send him money.
The British Embassy in your own country would need to see your ORIGINAL PASSPORT (a photocopy or scan isn't acceptable) and take BIOMETRIC DETAILS from you (like fingerprints) which can't be done by e-mail. The person is lying to you so that he can steal your money, and he is a very bad liar.
The correct procedure is complex and difficult, but it is not a solution to pay money to a scammer who only wants to steal from you. His procedure will be easier than the real one because as soon as he has your money you will never hear from him again, unless he wants to steal more money from you.
