Although the email cosists of only one line, it sure is a scam. The 'business proposal' is nothing more then a scammer trying to convince you that you can help him to move that 40 million to your bank account, and for your help you will be rewarded. But as always in these scams, the scammer will ask you to pay for fees to release the non-existant money. Don't fall for this scam!
