Following the numerous grant applications that were processed for 2009/2010, we have received a mandate from the Grant Headquarters to submit all Grant records for Media Publishing. Checking through our databases, current records says that 78% of the approved recipients have received their grants successfully while 22% of the approved recipients have not received their funds as at the time of this notification.

Our records indicates that your file is amongst the 22% approved recipients that have not received their funds. We urge you to please, respond immediately and give us reasons why you have ignored your grant funds to enable us compile a standard report to the headquarters for publishing in the media. On the other hand, if you wish to continue with receiving your funds, please, indicate in your reply email. Your prompt response is required in this regards.

He's missing out the fact that he'll want you to send him money first, which is not how grants work, but it's the way scams work.

He's not telling you that he wants money yet as he wants to get you hooked and excited, so that when he does ask, you'll be ready to fill his pockets with your money.

I bet you he won't ask you to pay the money into a UK bank account in the name of his organisation, not that you should ever have to pay anything to receive a grant. The basis of a scam is to trick you into paying money first, then you get nothing back.

Whenever payment is requested by Western Union you're dealing with a scammer

It's an advance fee fraud, and you'll be asked to pay money via Western Union before being sent the imaginary grant. The domain was only created four months ago, and may already have been closed.

I fully agree with GomerPyle and Arnold.
Further things to consider:
  1. Googling "Collaborated Grant Office" gave me one hit: your post here. That's not a good sign.
  2. They're talking about grant applications. Did you submit a grant application to this organization? I bet you didn't. Then why would you be entitled to the grant?

Edit: There appears to be no active website connected to the recoverygrants.org.uk domain, but the [email protected] email address appears to be still working.

If you have received an email from the domain, it's still active. If you can provide me with the headers I can go ahead and kill it :D
