This is 100% a scam. A pretty straightforward variation of the Lottery scam. The scammer is even nice enough to warn you up front that there is a fee required of you before you can get your winnings. Real lotteries don't have this! Of course, real lotteries require that you enter before you can win, too. :D

Got a warning from [email protected]? That's me!
Remember, legitimate businesses CANNOT accept payment through Western Union or Moneygram! Scammers use these services because once they receive money it is virtually untraceable!
