I am Aminu Idris, a Director with the Nigeria Petroleum and Mineral Resources. More so, we are handicapped in the circumstances, as the Nigeria Code of Conduct does not allow us to operate offshore account hence your importance in the whole transaction and these funds we must retire by the close of the financial year which ends in Febuary or else all unspent Government funds would be returned to the federation account.

This amount $29.5M represents the balance of the total contract value executed on behalf of my department by a foreign contracting firm, which we the officials over-invoiced deliberately. Though the actual contract cost have been paid to the original contractor, leaving the balance in the tune of the said amount which we have in principle gotten approval to remit by Telegraphic transfer (TT) to any foreign bank account you will provide by filing in an application through the Justice Ministry here in Nigeria for the transfer of rights and privileges of the former contractor to you.

I have the authority of my partners involved that should you be willing to assist us in the transaction am at liberty to discuss what percentage of the USD$29.5 Million will be yours and also to agree on how much to set aside to reimburse payments of taxes and miscellaneous expenses. The business itself is 100% safe as we have set up machinery in place to take care of all issues that might arise now and after when funds would have hit your account. Also your area of specialization is not a hindrance to the successful execution of this transaction. If you are not, it will enable me scout for another foreign partner to carry out this deal.
