dot.gov is the domain name of the US Department of Transportation. The scammer did not really write from the US Dept of Transportation, so does not want anyone to reply to that email address. Therefore, he directs recipients to email instead a mail.kz address. Mail.kz is a free webmail account which anybody can sign up for.
