After the last annual calculations of your fiscal activity we have determined that you are eligible to receive a tax refund of 209.40 GBP. Please submit the tax refund request and allow us 6-9 days in order to process it.
A refund can be delayed for a variety of reasons. For example submitting invalid records or applying after the deadline.

I am trying to convince a long term vic right now that a real person from a UK government department would have an email address such as the one listed there as the return path, I am not at all suggesting this is legitimate as some scammers know how to spoof any email address they like but do you know of any other email addresses used by this scammer, it may even be part of the same UK group whos victim I am trying to warn

Entering the above address into google brings you to this page

http://www.hmrc.gov.uk/security/fraud-attempts.htm

Which explains in plain english that HMRC does not, and will not contact people by email about tax refunds.

It also has a list of known scam email addresses used in phishing and scam attempts
