Welcome ischabra. This is very definitely a scam. It is a version of advance fee fraud. The way the scam works is that the scammer will ask you to pay fees to him before receiving your supposed prize. There is no prize, only a scammer trying to steal money from you.
Do not respond to the email and let us know if you have questions.
