Yes, it is a scammer. This is a standard romance scam. I am a little confused, though--you say "she" is Nigerian but that "she" is stuck in Nigeria and trying to get home.

I am assuming this person is claiming to be American or some other nationality, and not Nigerian. In reality, "she" is Nigerian, and is at home. (I put the "she" in quotes because the person writing to you is probably a man.) If "she" were really an American, "she" would be able to get home. The United States has embassies in Nigeria. If an American is stranded in Nigeria, the American Embassy will get them home. That is one of the functions of the embassy. The same is true of most other countries--if one of their citizens is stranded in another country, their embassy will provide help.

Yes edwardf, the bells are ringing loudly for me too. This is a scam for sure.
There is no nice lady and 'she' is not stranded.
It is more likely to be a male scammer trying to steal your hard-earned money.
You would have soon received an email from another of the scammer's fake names and free email addresses pretending to be a Banker/Travel agent and will demand you pay for made-up fees, in cash. They will ask for your money to be paid through Western Union or moneygram. They do not use bank accounts because the scammer could be traced that way.
WU and moneygram do not offer any kind of refund policy, money sent to a scammer is money gone forever.
Are you able to post the email header or the email itself? It would make it more easily visible when people are doing a search in the future if they are contacted by this particular scammer.

If he weren't a scammer he could visit his Embassy for assistance, but they don't give money to local scammers.

If he can't get help from his Embassy - he's a scammer. If I were starving I wouldn't hang around an internet cafe expecting help. They're full of crooks and thieves. I'd go to my Embassy where I'd be entitled to their help and support, and they wouldn't let me starve.

That's the brutal truth.

Whenever payment is requested by Western Union you're dealing with a scammer
