What part of the scam is this?

I came across an email from someone who, I assume, just sent fraudulent checks by USPS. This person CC'd USPS tracking numbers to a large number of people.

Who would need to CC such a large group of people to send tracking numbers?

The CC list is most likely others scammers in the group, victims are normally BCCed.
