Suspiciously vague and he's talking about purchasing before he has any idea if you have what he wants.

Treat with extreme caution. There's not enough detail to know, but it isn't the approach you'd expect of a genuine customer.

Whenever payment is requested by Western Union you're dealing with a scammer

-I will take this one a step further and tell you that the writing is clearly that of an African, the type of inquiry is a typical credit card scam approach.

-The email address is also typical of a scammer - putting a "company name" in a free email address.

If you want to respond on the (extremely slim) chance that this is not a scammer, I would keep the response short and simple, and not waste a lot of time putting it together. The next email will almost certainly confirm that this is a scammer.
