Welcome to Scamwarners.
That's a scam. [email protected] is a free email address that no UK government department would use. The use of all upper case is also a sure sign of a scam email too.
I haven't checked if the hotel exists but it doesn't matter. Scammers often impersonate real employers.
The only way of getting a visa is to apply in person at the UK embassy in your country but unless you are in the EU you won't be allowed to work in a UK hotel.

The hotel exists and the site has been up since 2008, one thing that did puzzle me is that there was no contact number,

Have to agree though the emails are screaming Scam !

The address for the hotel in the e-mail is 37-39 A, King Street,
that is not where the hotel is.

Advise your friend to ignore this.

"Notice for non terror campaign visitors" makes absolutely no sense. That whole paragraph is typical nonsense written by someone whose first language is NOT English, so it is logical to google from that paragraph.
