finance in the Ministry of petroleum Resources (MPR) which is a division of

2. Contract for the Turn around Maintenance (TAM) of the
various refineries in the country~ US$ 152 Million.

3. The construction
of storage tanks for petroleum products (Depots) US$240 Million. The original
values of these contracts were deliberately over invoiced to the sum of US
$58.5million American Dollars which has now been approved for payment since the
main contractors that actually executed the contracts have been paid, and the
projects officially commissioned.

It is this sum of money that we are
soliciting your consent and co-operation to receive it in your account for our
mutual benefit. Once I receive your response, I will furnish you with more
information. I would like to have your private phone numbers for a quicker
