Green Cards are not issued in this manner at all.
No government agency would require payment through Western Union or any other online payment service.

The scammers have registered the domain name dvstate.org to make them seem more believable. Our site killers will do what they can to have the registration of this domain killed so that it can't be used to help the scammers.

Thankyou for posting your story Bandula Wijewardena. I think this scam has been around since October 2010.
I can guarantee the email has not originated from the US government. The proper email address would have been used had it have done so. Winners are not notified by email. And the next step as you can guess is an email will be from another of the scammer's fake names and free email addresses pretending to be the "diversity lottery official" and will contain a list of imaginery made-up fees to be paid in cash, and only by Western Union or moneygram. Western Union and moneygram do not verify anything on the form the sender fills out, not the name, not the street address, not the country, not even the gender of the receiver, it all means absolutely nothing. The clerk will not bother to check ID and will simply hand off your cash to whomever walks in the door with the MTCN# and question/answer. Neither company will tell the sender who picked up the cash, at what store location or even in what country your money walked out the door. Neither company has any kind of refund policy, money sent is money gone forever.
