Hello dinubaka!

This is 100% a scam. You got the email from the domain dvstates.org which was only created last month set to expire in a year. Not only that but there is no web content for that domain. The scammer is just using it for an email address to make his scam more legitimate. Can you please post the headers from the email along with the email you received? If your not sure how to find headers you can go here http://www.ip-adress.com/faq/view_email_header/
