Phone numbers starting with 4470 are UK redirect numbers, these numbers are very popular with scammers as they actually are a UK number, the problem is that anybody from anywhere in the world can get one and any calls to it will redirect to their location, wherever in the world that may be

for the international fund clearance certificates to be issued in your name to show to your bank or your government that the money going into your account is clean, genuine and free from drug/terrorism, money laundering or any other financial crime.

These certificates are figments of the scammer's imagination. They are expensive and have to be paid by the victim. In the real world they simply don't exist.
Pay for them and further demands for taxes, etc, will follow.
