Yes, it is a scam. Its the Classic 419 Advance Fee Scam/Fraud. The scammer will promise you millions of dollars to be a next of kin. There is no money to be given away. He has sent this email to hundreds of people.

He will have you pay all types of fees for documents, lawyers, banks, diplomats and etc to receive the pretend money. You will never receive the pretend money. You will only send the scammer your money. The scammer will play all roles in the scam.
