This scammer claims to be Dr Paul Howard of the UNHCR and approaches his victims via Skype using the ID unhcrhumanitarian.
He claims to be based in New York and to be contacting individuals to be ambassadors -
His poor English gives him away as an African scammer.
After getting an email address from his victims, the following email is sent to them from the email address
