This is a scam - this email was not sent from a Prince of Brunei, but from a scammer. The scammer is not a Prince. It is just an elaborate story that he hopes you will believe.

The scammer does not have millions of dollars in the UK, awaiting investment. And he does not have any money that he wishes to share with you. He is lying about this non-existent money with the intention of inventing some type of fees that he will tell you that you need to pay.

If anyone pays those fees, then he is likely to invent some further fees requiring payment. But no money will ever be invested, transfered, or shared with you, because the money he writes about, and the money that he is promising, does not exist.
