This type of email is primarily aimed at people who have been in a contact with a scammer before, and who have then wondered why the scammer 'disappeared' without completing the promised transaction.
It reassures, by stating that the transaction has now been completed with someone else, that the proposition had been genuine, and the sudden silence from the scammer was only due to the Barrister being unable to get in contact.
This is not necessarily the same scammer who one might have been in contact with previously, it may be a completely different person who hopes to 'cash in' on a prior scam operated by another scammer.
It is untrue, and the 'compensation' does not exist. It is another attempt at scamming, and will later introduce some fees to pay. No bank cheque, or other form of cash, will ever be sent, however, because it is all a lie.
