Yes, it is a scam. The first clue is the telephone number. All telephone numbers that begin +44 70 are UK Redirect numbers; when you telephone that number, it will redirect the call to a mobile phone in another country. A genuine telephone number, calling a business n Piccadilly Circus, London, would begin +44 20.

A second clue is the use of Western Union. A genuine UK business would not request payment through Western Union.

A third clue is the price given in Euros. We don't use Euros in the UK.

A fourth clue is the delivery time. This would be incorrect for most countries.

Please do not send any money to this fake business. You will not receive a phone, you will just lose your money.

Well done for realising that this didn't look genuine.

Impossibly low price for 10 unlocked iphones, too. I doubt you could even buy two for that price.
Scammers often misuse the names or real businesses. All I could find was http://www.perfectdeal.co.uk
Not a scam site, but rather strange. It seems to serve no useful purpose.
