I'm having seconed thoughts, cameroon scam?

Before I start this guy I have been emailing for the past few days makes fake ID, I know some people will dislike me for that but that's not the point of this post, I was wondering if he is a scam, It seems his zip code is famous on the internet for scams, It probably is a scam, but I'm posting here to make sure

It's a scam. Legitimate people don't ask for payment by Western Union.

Cameroon is close to pushing Nigeria into second place in the scam stakes.
