YES!- It IS a scam. Nobody wins a lottery they have not bought a ticket for, no Lottery advises winners by email - & the phone number is a 'redirect to anywhere' number & not a UK number. ALL +44 70xxxxxx numbers are redirects (normally to a mobile in West Africa).
