Yes it is a scam without doubt.

To begin with, what he is suggesting is a crime and someone who is telling you that he is a criminal is expecting you to trust him. It is also common for West African internet scammers to believe that diplomats carry sums of money around the world for criminals, which is ridiculous.

This is all leading up to him asking you to make him a payment. The amount of money he wants you to believe he will pay to you is a complete fantasy.

It's a very common scam story.

Yes the_mentor, of course many people do believe scammers. You don't have to be stupid or poor to believe a scammer. Many wealthy and intelligent people have lost a lot of money to them and the forum here has many stories of people who have lost money.

The scammer only has to think of something that people want - whether it's a partner for romance, a job in the west, a lottery win or a bargain car and then they just have to make you an offer that seems too good to miss, if only you'll trust them and pay them what seems like a small amount to make your dream come true.

It's a psychological trick that scammers have been playing on victims since the dawn of creation. There is even a very old expression in England that dates from medieval times - 'pig in a poke' that relates to when fraudsters used to sell victims a pig in a bag at fairs that was really an animal of much less value like a cat. Many things have changed in a thousand years, but not the way scammers operate. They just have better ways to lie and cheat and remain hidden.
