To start with, My name is joy oneil from Ivory Coast, 5.3ft tall, fair in complexion, (never married before) and now I am 23 years of age residing in the refugee camp here in Dakar as a result of the civil war that was fought in my country. As a refugee I don't have any right or privilege to any thing be it money or whatever because it is against the law of this country. Again we do not work nor do anything for living as a result of that eating is very difficult as we are given food ones a day. Please listen to this, I have my late father's statement of account and death certificate here with me which I will send to you latter, because when he was alive he deposited some amount of money in a leading bank (Standard Chartered Bank) in London which he used my name as the next of kin, the amount in question is $5.3 (Five Million, three Hundred Thousand US Dollars).
So I will like you to help me process and transfer this money to your account as my 'foreign partner' which was the bank's condition to get the money transferred. From it you can send me money to prepare and get ready my traveling documents to come and meet with you. I kept this secret to people in the camp here, the only person that knows about it is the Reverend David Mark because he is like a father to me. I know that this is difficult to believe,but what else do you expect me to do at this point having passed through all these huddles and terrible experiences. My life here is not better than death, i have made a personal effort to claim and transfer the money, the bank refused and said that my status as a refugee does not allow or permit me to engage on any financial transfer according to the law of this country rather that i should look for a foreign partner who will stand as my trustee. Miss. Joy Godline Oneil, 23 years old woman from the Cote D'Ivoire, parents were killed by rebels during the civil war. Fled the country and found her way to the refugee camp in Dakar, Senegal. The late father (Dr. Herold Oneil) had been a substantial bank deposit ($5.3 million US dollars) with the English. Miss. Joy is the bank deposit's designated the next of kin (beneficiary). However, she can't withdraw the money from her late father's bank account. The financial governing laws of the Senegal states, the persons with the refugee status are not allowed to participate personally into any monetary transaction or to operate with a bank account overseas or locally. The bank had guided her to obtain a foreign trustee/guardian, who would claim for the deposit on her behalf so that the wire transaction of the inherited funds to the trustee/guardian's bank account would be possible. I know that this is difficult to believe,but what else do you expect me to do at this point having passed through all these huddles and terrible experiences.
