This email has not been sent by an English University; it has been sent by a scammer in Malaysia.

The scammer has no connection with any university in the UK, and therefore cannot offer any student placements or opportunities for study. His intention is to trick people into sending him money, probably by pretending that the money is to cover visa costs.
