This scam email is full of nonsense. The UN and the IMF are not helping individuals with overdue payments, and they certainly not send diplomats to bring the money. If you reply to this scam, the "diplomat" gets in touch with you and will ask you to pay some sort of fee that he needs to deliver the money. But there is no money, the scammer just wants to steal yours.
