Hi GCFan42, welcome to the forum, yes, the email you posted was a loan offer email sent to you by a scammer, if you Google the email address given in the email, l[email protected], you will get all these results for scams from that address, see link:

You'd be asked to pay a fee via Western Union or Moneygram before you can get the loan.
And you'd never get the loan.
