Not all Europe has the same rules as the UK but the general intent is the same, to prevent average 'players' swamping local soccer clubs and making better quality domestic players redundant. The UK isn't obliged to issue any work permits and there are plenty of African and other nationalities in UK teams, but they'll only be allowed to earn money if they are the highest quality with a proven track record.
Even if you play for a first division team back home you have no chance and, if you have achieved international success, you won't need a sports camp to introduce you to clubs, but I don't mean playing for your country once or twice.
I also don't notice any mention of affiliation to FIFA or national football associations which would create difficulties in arranging matches or any official contact with sanctioned bodies or clubs.
If you can't make it in your home country, you won't make it in Europe and the USA, and that's what the clubs will believe.
